While every school system has unique needs, all are similar in their need for assessment programs that provide them with a comprehensive, accurate measure of student learning.
ETS K–12 Student Assessment Programs collaborate with educators to develop valid, fair, research-based assessments that measure what students need to learn. These assessments provide insights to evaluate programs and determine what works for teaching and learning. We understand the requirements of large-scale assessment programs and how they differ from other types of assessments.

For more than a decade, ETS has worked with the California Department of Education to develop and administer an array of statewide assessments for public school and university students. We serve as the designated contractor on numerous statewide assessments, including the California Assessment of Student Performance and Progress (CAASPP), the California State University Placement and EAP exams and the English Language Proficiency Assessments for California (ELPAC). Currently, ETS provides all services required to develop, deliver and report the CAASPP tests, including item/test development, psychometric services, technology services to support computer-delivered testing and reporting, printing, distribution, scoring and reporting for approximately six million California students in Grades K–12.
Since 2003, ETS has partnered with the Maryland State Department of Education to develop and deliver the High School Assessments to schools. Currently, ETS administers, scores and evaluates High School tests in Government and Biology.
ETS manages the Program Integration and STAAR components of the Texas assessment program. The Program Integration component includes coordinating activities associated with the student assessment program with other Texas Education Agency (TEA) contractors. STAAR components include all testing activities related to the STAAR 3–8 and End of Course (EOC) assessments, delivered to almost four million students. ETS also maintains the databases of record for all components of the Texas Assessment System.
The TNReady assessments provide educators, parents and students with information about a student’s strengths, needs and areas for growth. ETS develops the TNReady summative assessments under the TCAP umbrella for science and social studies for grades 3–8 and End of Course. ETS provides item and test development including the development of ancillary materials. We also develop the TCAP Alternate Assessments in science and social studies for grades 3–8. Approximately 630,000 students are tested annually.
Since 2005, ETS has collaborated closely with Virginia educators on the Virginia Standards of Learning to provide content and test development services as a subcontractor for the Virginia SOL program. This program administers approximately three million tests annually across 29 different subjects.
ETS contracts with the Wyoming Department of Education for the development, administration, scoring and reporting of their primary state-based test for grades 3–8: the Proficiency Assessments for Wyoming Students (PAWS).
